About us

The BOPLASS Model

BOPLASS works through advisory groups made up of representatives of the different councils interested in a particular service. Each group is service specific; the participants initially decide the scope of the project and the desired outcomes and work collaboratively to achieve them. This enables us to benefit from the expert knowledge of staff and involve them in the process.

BOPLASS assists with facilitation and also provides a legal entity, representative of all the councils, ability to enter into contracts and agreements with the councils and/or external suppliers. An important requirement for BOPLASS is that it adds value to the process.

The exact form of the agreements will depend on the particular service and BOPLASS may include options to customise arrangements to get the best solution.

Stephen Boyle

Stephen Boyle - Chief Executive

Joined BOPLASS in 2010 and is responsible for the development and implementation of shared service initiatives.

Stephen brings to BOPLASS a strong work history in corporate business management, with over ten years experience within innovative ICT organisations. This experience has involved a wide range of senior roles and responsibilities including business establishment, business development, regional management and national sales management.

Prior to joining BOPLASS Stephen had most recently worked for Fuji Xerox as Regional Manager, with responsibility for the upper North Island operations. He has also held various strategic management roles with Telecom NZ. Stephen is passionate about BOPLASS’ role and the benefits to the constituent councils. He sees BOPLASS as an enabler that adds true incremental value in helping the councils to provide improved services and improved business efficiencies through strategic collaboration.

Grant Probert
 

Grant Probert - IT Manager

Responsible for the implementation and support of shared services as outlined in the BOPLASS Information Services Strategic Plan (ISSP). Grant comes to BOPLASS having had 25 years' experience in the IT industry, which includes database programming, system programming, infrastructure development, global support and IT management.

Grant joined from the Bay of Plenty Regional Council (BOPRC), where he had been the IT Manager for seven years. During his time at BOPRC, Grant was involved with several major collaborative IT undertakings, including the implementation of a high-speed fibre network and the development of a video conferencing service.

Grant brings experience and understanding in enabling shared services and collaboration between dispersed organisations.

Stephen Boyle

Dalton Munro - Accounting Support, Finance

Dalton is employed by Tauranga City Council and is responsible for the day-to-day accounts, producing financials for the Annual Report and liaising with the Auditors for BOPLASS. Dalton has a background in Audit with exposure to a range of clients in both for-profit and not-for-profit entities, public sector reporting and special purpose framework. He is a member of Chartered Accountants Australia & New Zealand and is working towards his Chartered Accountants qualification.

Dalton's experience in providing audit and assurance to diverse organisations will assist BOPLASS meet their financial statutory obligations.

 

 

 

 

 

 

 

Lisa Innes - Company Administrator

Lisa brings extensive experience across business operations, project coordination, executive support, financial oversight, and organisational improvement. With a career spanning start-up environments, operational transformation, and strategic support to senior leadership, she plays a key role in supporting the effective delivery of BOPLASS initiatives and ensuring the smooth and efficient running of the organisation.

While holding the position of Company Administrator, her role extends well beyond administration, encompassing executive support to leadership, board and advisory group coordination, project facilitation, financial reporting, compliance oversight, and operational systems management. She works collaboratively across teams and stakeholders to support strong governance, improve processes, reduce organisational risk, and help deliver value through effective shared services and organisational initiatives.

Holding a Postgraduate Diploma in Management Studies, Lisa combines strategic thinking with a practical, solutions-focused approach and is committed to strengthening systems, supporting collaboration, and enabling positive outcomes for councils and the communities they serve.

Irena Bragg
 

Irena Bragg - Collaboration Portal Administrator (Part -time)

Irena joined BOPLASS with over 10 years’ experience in customer service, office and project administration. She is available to assist with any issues or support you may have with the Collaboration Portal.
